So where the fuck do you get your ivory tower base when not only you aren't forced to hire shit because you are merely an employee, but in the specific case of pubbins, a fucking inmigrant to boot, the reason you may be kept in your current workplace could possibly be to a quota to be mantained.
In that specific case, you'd want the quota, because it would mean the difference between you landing a job or getting sent back to Palermo. Specifically in say, a country not particularly friendly to inmigrants. And when they told you that, you'd pull out your White Knight suit of honour and say
"NAY, I REFUSE THIS JOB, FOR I TAKE NO HAND OUTS. I RATHER MAKE DRESSES IN NAPOLI. C,U"

Third, quotas do reduce the skill of workforce because you are forced to choose from a subset of you original group. Imagine you are forming a football team and then someone says "ok now form one with just blond players". Unless all blonds were naturally the best then your new team is weaker than the first.
Finally quotas do not solve the pregnancy issue because people can just hire older women, or avoid hiring people who are likely to have children soon.
