a people is the subject, being the noun meaning a plurality of people, typically of a nation, ethnicity etc. substitutes for this in my sentence might be populace or nation.
the verb here is to be, present participle of the verb to be in this context (referring to a noun, people, more specifically the plurality thereof) is are and I've also negated it using a contraction to form aren't
the adjective (describing word m8, in case your english isn't up to this) is lazy. this describes the people, e.g.: the people of germany are lazy, whereas southern europeans are industrious
taken as a whole, my sentence could be otherwise rendered as:
Your suggestion that the unemployment rate of a country is related to how lazy a people(/country/population/tribe/group/whatever) makes me want to laugh out loud.
